Sorry, I gave you the wrong idea yesterday. I said the docs had to be sent to Ottawa, while in fact they have to be taken to the local VO. As for the institution that sent it to me, the signature says it's the immigration section of embassy of Canada.

There were a few occasions when the waiting times as well as major milestones along the way (like Meds and BG checks) were practically the same. I haven't observed enough of those to claim that it wasn't just a coincidence, but this could make sense. The lists of terrorists, spies, federals...
