Why? I have applied 2 times already under EE and both times had status "Application Received" at the start.

I wouldn't write "I think...". As I mentioned before, it implies an assumption. I would write something like " the reason given to me by the visa office was that the above office was not satisfied... (copy the rest of the sentence here). Be honest with CIC, I am sure they will apreciate it. Good...

if the visa office gave you official reason for rejection (some of them do, some don't), then yes. If the "insufficient financial documents provided" reason is just your assumption, I wouldn't write it down.

Not true, mine was rejected after 4 months. There are other guys on the forum who were rejected after 4 months. Everything is possible with CIC...

Are you sure you have no ECAS access? I have almost the same timeline as you, AOR 4th of August and somehow I have ECAS access from the 13th of August. Its weird.

I read somewhere it's going to be January 2016 for Alberta and Saskatchewan, cannot remember though where it was.
