Not sure on the answer, but have a vague memory while browsing through the bls or MHA site recently I read about some alternate options, just check the ministry of home affairs site (i know its not easy to locate info there).

They dont care where references live , although recommend they are in same country to make things faster. For references, you don't even need their signatures so just add names and other details. (cannot be close family)

I believe the joint affidavit mentioned on BLS is in lieu of "spouse name in passport" and supports marriage certificate. doubt if it can work in lieu of the marriage certificate requirement. There must be some sort of sworn statement that may work; not sure if it would just be easier to get...

Do you mean you don't have a marriage certificate at all ? from India /canada or wherever?. Not sure then how you could prove the marriage for this prupose. If you live close to one of the Bls offices might be worth going there to ask, or even better try the consulate. It doesn't matter whether...

Wish they would make it a bit simpler. I am in same boat although yet to apply. I think submitting marriage certificate should be ok (MEA stamp seems overkill), but never know for sure. If you end up going to consulate do let us know what they say. Are you applying for family or just yourself ?
