No she is not allowed to do that until she go back to her country and apply from there for a study visa. Visitors can not change their status to students while in canada.

Online application doesn't make any difference. Apply through paper based as it was easy for me just fill the form , print it out and send through post with required documents to the embassy. Have a look at the following sheet and guess the timelines...
