I don't think its a good idea. Because after receiving medical reports a final review is carried out by the VO on each individual cases. So it would be rather very risky i guess.

bro listen apply for visa on the same institute. Because already they were willing to give u visa on that but due to medical problem they asked you to do treatment. So already you have a good history with them. If you change it to university right now and apply for visa on university basis then...
