Oh I missed that... yes if you are a PR then go for visit visa but it is very very hard to get... I have seen many rejections. Better wait for the PR.

He can certainly apply for OWP. Do not apply visit visa its very hard to get when you have already applied for PR. I know many of my friends who had got their spouses on OWP. Create a good explanation letter and telling them why you need your spouse to be with you and how can you fund him.
