Expectations have gone for a toss! CIC appears to be working at random now, focussing on certain NOCs. So you might be charged today/tomorrow/day after. Any day now, actually.

Yes, they will attempt again after a space of few days. Ensure you let your bank know that this is an approved transaction. Which bank's card are you using btw? I have normally seen this kind of an issue with PSU or national banks in India.
