I heard from an unconfirmed source (this person took part in a recent CIIP seminar and heard this over there) that around Nov 15 the CIC folks would be busy with their annual employee family reunion. If so, it would mean a delay in charge/issuance of PER for late July/early-mid Aug applicants...

Forget CIC, you need to worry about backlash from your wife. For not knowing her side of the family... :P ;D :D Jokes apart, even CIC has mentioned that if you don't know full details of your family or their last known address then you can safely write N/A in each box.
