No, it's not a scan of your work permit. It's just a document simply indicates the duration of your new owp and the type of your owp. That's it. I think you can use this to continue working since it's an official confirmation letter from CIC.

Yes if she wants to be PR as well. CIC needs to go through the same check as yours. So you need to pay the processing fee. The question is basically asking if your wife wants to be PR or not.
