I too have been going to Cuba for 11 years, and have seen the negativity go both ways... It's true that there are a number of people wanting to get out of Cuba and willing to do anything to do it. But I would not say this is true about most Cubans. They're proud people, and you have bad apples...

Usually it is about a 2 or 3 week waiting time before you can get the appointment. I would make it ahead of time! plan for 4-6 weeks ahead. They also randomly "close" weeks at a time (I know of them doing this at least once in the past) for immigration medicals, so maybe calling more in advance...
