I'm not sure... Reading the thread about this subject it seems to me one of the two happened: Maybe they checked that my application has all documents needed, or maybe they have moved my application to another VO. I think it shows a little bit of progres.....

Background check went from "In Progress" back to "Not needed at this time", as I was already expecting....

My BG check just went to "In Progress", but I have that feeling that it's just that "phenomenon" that has happened to a lot of people on early stages of application review, and soon my BG check will change back to "Not needed"....

Right now the requirements don't say you need to upload ECA, so I think he won't be rejected by not uploading it. But adding ECA to educational records is easy, and nobody will be rejected by uploading them. I've uploaded mine together with diploma and transcripts to be safe.
