    If your occupation is in demand in particular province you have a chance. Saskatchewan doesn't have a minimum CRS to apply for their nomination. In Ontario there is 400 points threshold but some people with certain occasions were invited with less than that.

    Getting eTA is a formality, you apply on line pay $7 and you have it so it is possible it was approved. It's needed to enter Canada only, doesn't give you any rights once you're there. Do not confuse it with ITA. But is you are from India you need visa to enter Canada, not eTA.
