I had the same question,when I asked some lawyers they said that is not acceptable and the application would be easily rejected due to this matter.

In another scenario, I guess there is a score gap behind 450ish ppl and if CIC issues ~ 1600 ITAs per round, the cut off score will drop to -400 in 2 or 3 rounds immediately! So they're just waiting for new applicants to get into the pool and fill this gap.That's why they are too stingy in...

I'm in the same boat! Just can increase 10 to 15 points by reappearing IELTS if I can get more than my current scores! (I already have CLB 9). And I think it doesn't worth . :(

You need to go to Police +10 offices.They need your finger prints.I'm not sure if they accept your finger prints which is sent by someone else. Why don't you call them?

It depends on the size of the pool and the numbers of the issued ITA's. They want to meet the quota even if they run out the high scored applicants.Remember,everyone who has entered in the pool is eligible.
