I'm pretty sure you can apply for a work permit for him if you are a student. There are plenty of good lawyers in Canada that can help:)

No, I do not fall under any of those categories. My representative said its normal and she has seen it before. I have only traveled to the Maldives. In my passport photo I have a big beard maybe I look like a security threat to them LOL but the first time I was refused within 17 days no checks...

It doesn't say anywhere in that letter that a decision has been made?
