Don't you submit your PR card photos at the time of landing? Don't worry about photo size till you land. You only need to worry about this if you landed prior to January 4th of this year.

Got pictures re-done at Costco. They said they are getting swaths of people who submitted their photos in the fall and due to CIC's complete ineptitude need to re-do pictures. The pleasant photo-lab specialist gave us our new pictures for free, as a token of sympathy.
