Just make sure you don't miss that 45 days deadline that they allotted for you to provide them with information that you think will be beneficial for the to turn their decision on the positive side. Make sure to give them the best and honest answer especially with regards tot their concern...

You wont pass the security guard sis unless you're a Canadian Citizen. Dont wait until Monday to submit. Get your brother to go to a DHL or LBC first thing tomorrow morning that way CEM can/will receive his passport by Monday.
