I have spoke many time with bank including bank manager only reason they give me is invalid CVV no and I have seen my self in bank transaction system invalid CVV2 was written there and they said how can they deduct money from your account without entering cvv no, your card is not with them...

no communication they just returned by ordinary post. So guys give me final advice 60 % my conscious say leave it 40% say I should try it do u see any meaning of sending all again and my noc is no longer exist now. Good thing is that I have work permit now that's why i m not very worried.
