if your sister college was same college you applied then, Change your college , city , province and yes change your program try to get admission in the university as you have got 6.5 bands in IELTS you can easily get the admission in the university.

your profile looks good and yes use all previous information in ur new application. there are many application which are refused and student get their visa in 3rd time and may 4th time ... it is not compulsory that you cant get the visa again or in 2nd attempt ... try again because you are in...

may be your file is opened now and they are interested to give you visa ...

apply again!!! might be this rejection was someone else and by mistake visa officer refused you... again apply with all document and attache all document with each other ... you will get your visa !!!

110% refusal on this case !!! UK give student visa at any level but canada is very keen on this ... canada wont issue any visa who already study in english country like you already did your program in UK and canada ask why dont you continue in UK again !!!! advance sorry for your visa refuse...

may be they are issuing you visa!!!!

take a loan from bank, against your tangible assets and apply for visa . you will not need to show any bank statement if you show bank loan certificate. I am sure you can get the bank loan against you assets like house, deposit, etc.. Remember me in your prays!!!
