Your account doesn't do any good to your sister process. She needs to submit her own proof of funds.
And try to align her purpose of the visit and how long she is going to stay.
The better option is to apply again as a new group with all the family members. But it's going to be very hard to get it as you can't prove your ties and that you will leave the country.

You can request the withdrawal anytime and you can also do your biometrics, these are 2 different processes that doesn't really impact each other.
I would do both.
If you can submit your biometrics, do it, it won't do you any harm. And it's going to be valid for 10 years.
If you don't, you will get a refusal, which is worse.
I am not the one to judge that. It's up to your VO.
If you got the BIL. then you have passed a completeness check. Then you want have a refund.
It's your call to decide.
