Also just received my PPR from NYC today, and the instructions are exactly the same as on the website, passports have to be mailed. And for anybody awaiting a PPR from NYC, it does come via Snail Mail. In my case it took about 2 weeks from the date my ecas status changed to "Meds Recd". Thanks.

i am also having to deal with this. have everything ready, yet have been waiting for state clearances. if you need a document translated especially if issued by your government, consider taking/faxing/mailing it to your country's embassy/consulate in the U.S. luckily i live in the DC area...

i hope that doesn't mean that we will have to get refreshed certificates from all states that we have lived in as well as the FBI...
