The reseaon someone would want to proceed with the immigration application evenif the sponsorer is not eligible to sponsor the applicant is, if the applicant him/her self is eligible for immigration without the sponsorship on its own merit.

I can check the status of the immigration application through CIC website, but it is not updating and just shows "In Process". Would calling CIC office bring me any more details on application? or they will just repeat the same from CIC website.

9 times out of 10, once they ask for passport in New Delhi office, that means they waived the interview. In most cases if they want an interview, they ask to bring the passport at the time of interview. Never heard them calling for an interview after demanding passport in New Delhi. Also...
