Most of these issues can be resolved by having an affidevit from court stating the situation and loss of document or inability to access the records.

The process for sponsoring parents are a bit longer than one would think. The sponsorship application usually takes about 2 years before the parents can apply for PR. Please check for latest times and process on cic website.
