In Ontario, you need P.Engg. Certification from PEO (Professional Engineers Ontario, peo.on.ca) This takes a long time, at least an year or so. I would suggest you to stick with 2174.

Yes, it is a regulated occupation in all the provinces.

I Would recommend WES. I got mine done through ICAS, but they were painfully slow. However, before submitting an application please check on the WES website, where they show your probable evaulation.
