If it is regulated then what are the additional documents I need to send with my application when compared to non-regulated occupation? How regulated occupation is different than non-regulated?

In Ontario, you need P.Engg. Certification from PEO (Professional Engineers Ontario, peo.on.ca)

This takes a long time, at least an year or so. I would suggest you to stick with 2174.

so without this certification no one would able to work in NOC2173?

As a software engineer myself with 12+ years of experience, i really doubt if anyone cares about P.Engg. However, the visa officer will go by the rule book, which says 2173 is regulated by PEO, so get your damn certification first.

It is usually required when you are working on government contracts or you are doing any consulting projects, which involve public safety etc.

This is a joke. Not need for PEng for 2173. Btw, to get a PEng, it might take anywhere between 2-6 years.

NOC 2173 includes a range of related occupations, including but not exclusively the P. Eng.

The P. Eng. is ONLY required IF:
(a) if you claim to be a P. Eng (use the professional title)
(b) if you approve engineering drawings and reports
