I differ, Provident fund is a settlement fund, when person leaves his country he also leaves his job and Provident fund is released to him. He/She can bring that money to Canada hence it can be a settlement fund.

Where r u from India? If yes then in my opinion you can submit your Matriculation Certificate as a birth certificate and give a explanation also that he does not have any other proof of birth. If he does not have then you don't have any other option available. This is what i feel may be someone...

It may take some time more as number of application will increase.....

If you got refused CSQ then you need to inform that, if you don't they are anyways going to find that out. I don't think that will create any trouble as lot many people applied for Quebec CSQ but later applied for FSW
