I do not believe that because when you receive email for passport submission this means that you already approved other wise they will send email rejection with explaination

Dear drali I did not receive any email from vac . I recieved email from Bucharest to submit my passports for visa stamping

you have to submit your passport within 30 days from date of receiving the email

VAC has nothing to do with that the delay from embassy itself. but you can consider that your sister's application divided to 2 levels. study visa request from 10/3 to 1/4 (20days) and passport submission for visa stamp from (1/4 to 21/4) around 20 days also . normally in other Schengen embassy...

1- it is depend on your residency once you get the csq and what office written on it if your office was Amman or Beirut so it will be transferred to Bucharest 2- if you have valid legal residency for 1 year in any country you can apply for file transfer to Canadian office where you are living...

this option is not valid any more . my husband visited the embassy and they requested him to submit passports via VAC in person or by courier but not embassy directly
