Are they recently doing this to all Manila Visa Office applicants? Or just those who are located in Manila area? Maybe they still do PPR for those who are from other cities like Cebu or CDO?

I just checked the CIC website (cic.gc. ca/english/information/ times/ perm-fc.asp) and they just updated it.. It now says they are processing applications received on Sept. 26, 2013. I hope we will be able to get a positive answer by next week. Ill keep you guys updated. :) congrats by the way...
