There are only 2 ways of dong this: a.Either you apply for a visitor visa to US and then take them alongwith you(you have to be really lucky to get one though) b.Give it to a friend alongwith an authorization leter who can take it on you behalf There is no 3rd way to send passports from India...

@candiur The RPRF fees is asked for at a later stage and not while submitting application to Buffalo. You generally receive the RPRF alongwith medicals/PPR request Hope this helps cheers!
