I did mention it in my profile that I'm married but choose not to sponsor my spouse at that point. They do give option for sponsoring your spouse or not.

Is it possible not to get ITA even if you are above cutoff score? Has any one seen this type of case?

high density of candidates are there in mere 2-3 points and this will continue to be case for a while. So dont expect the cutoff score to come down anytime soon. and as the new year reopens the many PNP for 2017, cut off score will even go higher. Prediction: 495 with 2000 ITA
