Actually I do have some personal reasons for delaying it. Because of some commitments, I may not be able to enter Canada before Nov/Dec 2010. There are about 8 doctors in Colombo, whom I can visit for the medical. So Unless something really freaky happens, I would be safe.

Actually I (or any other members of this forum) would have no idea what kind of a language course it is, and what kind of certificate is issued. If you can do some research and check whether it fits in to their definition of an educational credential, then I'm sure it will be counted.

That varies with time. When I applied, it was about 3 weeks but now it seems to be longer. Check the timelines in trackitt.com You will be in a better position to understand the current timings.
