Keep processing delays aside. It is a mandatory requirement to inform them about changes of address. You dont need to inform them about additional educational qualifications obtained, after your application is locked-in.

Transcripts are required. If there's a real difficulty in obtaining them, you may try to get the degree certificate and all marksheets attested. In my case, I did that and CHC accepted it. However, I cannot speak for all CHCs.
