Mikai, yup CIC-Cebu ako, and yup may rep ako. Sabi nga nag resign yung dating rep. I was a bit worried that time, yet my agent assured me that it wont affect the application. days after I received my PER. So as per my experience, the change of rep doesnt affect your application in CIO.
