This is definitely a fraud. IRCC would never ask for a fee payment via phone call. Moreover RPRF is not 2000 CAD, it is 490 CAD per person. You can try to call the official IRCC number to report this incident. Or just ignore the call.

My application has the same offices. It has never been transferred to LVO (at least up to the point when I got GCMS note). I guess it is wrong to assume CIC always transfers files to LVO. I know one guy who was processed by Ottawa only.
