    Yes students must demonstrate that travel is essential, ALONG WITH BEING EXEMPTED (approval before 18th March), that is, BOTH the things - APPROVAL BEFORE 18th March AS WELL AS ESSENTIAL TRAVEL - BOTH THESE CONDITIONS HAVE TO BE MET in order to be able to travel.
