Very sorry to hear your rejection. It seems you also need to upload the photocopy of the foreign credential (maybe even with the transcript) and the certified English French translations for all non-English/French documents, in addition to ECA report.

I also got rejected due to PCC error last year. The cut off for this draw is a bit higher than all previous draw this year. According to previous trend, the cutoff will decrease inevitably and hope you will receive ITA very soon~

I guess the pool of FSW is larger than the pool of CEC, since a lot of people receive ITA under FSW when they are qualified for both CEC and FSW. If the pool of FSW is larger, it will almost inevitably slower.

Best wishes, man. I guess your finger print card had already been accepted. It makes more sense for them to first check finger print card readability and then charge money. If finger card is not usable, why did they bother to charge money and then do a refund?
