It is best if you apply with new passport but you can apply with old passport if new one will take time, along with a letter saying applied for new passport and once the new one arrives, send the copies of that later.

Once the local office approves (your spouse's) sponsorship eligibility, they will transfer it to the visa office of your country. From there the process of (your) PR will start.

hopefully that will clear up as soon as postal routes go back to normal... or not.. :(

it's case by case so it's going to vary... some people miss documents, some people have less proof, some make mistakes...etc at the end it depends on the officer who opens your file... im going to file mine tmrw...so we have pretty same timeline.. let's keep in touch. :)
