My understanding on this matter is: Say if you're applying on April 1 2020, then your 2+ years of experience should be between April 1 2015 and ... something around Jan 1 2022. So I think by definition you are eligible to apply through SE stream.

IMO you may still apply first. The worst is that you cannot claim that adaptability point, which is minimal.

Would there be any alternative supporting documents that can serve as a proof of his bsc? A transcript, letter of conferment... etc? Or does he have a copy of his certificate and can somehow arrange a certified true copy with the school?
