kudos Wayne ! Really appreciate the rigor in your analysis. Did you consider the fact that in 2011 the cap is 500 per NOC and this time it meager 300 .. which means there's hardly any scope for falling in within the cap for the most demanding NOC's :( :(

Ask your friend/ siblings/ relative/ agent etc to go to your Univ in person.. do all the formalities & get the Transcript + WES cover letter(mention REF #) filled & signed by Registrar in a Univ sealed envelope, collect the sealed envelope from Univ and courier it to WES on your own.

Just imagine the abnormal flow of packets in CIC office, it will take time for their limited staff to open & go through all of them to check if all the documents are complete & then update the table ... they wouldn't hire & train temps to manage the rush of applicants !

From which country/ state you got the Birth Cert ? ... better check with them (Municipal Corporation) for issuing an English version by paying some extra fees- you'll get an official copy in Eng :)
