    Some of my friends who graduated from 8-12 month Master programs got a 3 year work permit because they were able to attach a job offer to their applications for PGWP. There is no official rule that a job offer guarantees to an applicant a 3 year PGWP. This is just what I witnessed.

    If I were you I would not apply for Masters because chances to get in are negligible. I think your best shot is Humber college. My friend did their program on DB stream and got a job offer in the 3d term.

    In the situation you described , if quota for 2014 stays the same, i.e. 1300, then some (probably early) applications of 2014 might be processed and approved in 2014, but nomination certificates will be issued only when new quota will be available, i.e. in 2015. I suggest read this thread...

    @Amrinder_Harika, Ontario Immigration website explicitly says that: http://www.ontarioimmigration.ca/OI/en/pnp/index.htm (Common questions at the bottom, answer to the 6th question) However, you are right, small quotas are killing almost all advantages of OPNP.
