Hey m585, I managed to login to my account several time but "commence" button is grey (deactivated) rather than green. Also, there is a note on the side that 3500 applicants has been reached. Can you please guide me that how should I proceed? Thanks

The thing is we cannot proceed anywhere with this message being displayed as it deactivates your commence button.

Your answer should be "no". You intended to apply but did not actually apply for it.

If they are country biased during resgistration what make you think that they would be fair in selection process?

I dont find any reason for you being ineligible to apply for CSQ. The new regulations are benefiting those who obtained thier degree/diploma 5 years back.
