Has anybody created Quebec online profile??? Not sure whether their connection is country biased!!!!!!!

It seems it is country biased. it says we allow limited number of users at he same time but there are many like us who didn't get it for even a single time & many are able to access it whenever they want! truly biased & absurd, unfair!

so far only one person says that he has created. I feel more than hundred thousand people are trying round the clock to access the portal.

Continuously trying from last 6 hours till not getting access to sign-in. Confused with their selection strategy. If this is the case with online profile creation not sure what the hell would happen on 18th Jan,2016. Really frustrating!!!! Seems they are not well equipped with technology or completely country-wise biased. getting tired!!!!!

I'm trying from within Canada for the past 3 hours. I am able to reach the login page once in a while (if I'm lucky). Insert all the information and the last page - it says "CONNECTION FAILED".... stupid and frustrating.
It's a shame how Quebec could have such a crappy system. My servers at home would do a better job than this.

I doubt it's country biased tho - it's just that the system is setup with no bug fixes whatsoever.
