You can inform CIC about the issue. I believe if a receipt hasn't been generated and your credit card has been charged, then CIC should refund you the RPRF fees. BTW, what are your timelines ?

Are you sure it was 28,000 ? I believe it should be Rs 2800 and not Rs 28,000 which is too expensive. Please let me know where in India did you get your medicals done from ? Did you check with CIC if your passport can be submitted in New Delhi ?
