I don't think CIC will send any mails to addresses outside Canada. For e.g India. If you can provide a c/o address of your friend or relative, the CoPR can be sent to the applicant later on. I hope my thinking is correct.

Do applicants residing out of Canada need to provide CIC with a local mailing address in Canada ?

You can try with DHL. They should not have a problem couriering your passport. Let us know once you check with them.

Sorry typo, CGI says it can take upto 6 weeks or more but you can still get it much earlier depending upon how long the verification takes.
