does your grandfather have alot of income? the value of claiming on his tax return is minimal at best. why dont you tell him to claim your mother in law (I assume your husbands grandfathers daughter) as his dependent. Also, POA is not required to claim a dependent. Just have to meet the CRA...

sorry to clarify my wife did an fbi certificate which we received back in february or march 2016 - she went back to visit one time but has been here since June 2016 - does this mean her fbi certificate is still valid? ithought they were only good for one year

my wife is US citizen but i ended up applying inland due to wanting OWP...however starting to regret this if US apps only take 5-7 months to process in total...especially as the OWP will likely come with conditions oh well...hope it gets processed fast
