You dont really need a PR card while inside Canada. Only thing you need a PR card for is to travel by flight, bus, train etc.. outside of or in to Canada. You can still travel by land in a personal/rental vehicle with an expired PR card.

Simple, Individual shall be refused entry. Border agents have more power than you can actually imagine. They have the right to deny entry to anyone and no appeals can be made regarding such decision.
