In my case, I have finished my program on April and the graduation letter and final transcript arrived mid May. The IRCC agent will start counting the 180 days from mid May. This is how my representative counted it for me. Btw, didn’t you receive a soft copy before nov? Or that was your soft copy?

Keep all those documents, you can apply for PGWP from outside, and I don't know if you will have an issue or not. At this point, it's better to seek professional help. If you applied from outside Canada keep in mind that the processing time is so long, and it might take months to hear back from...

The requirements depend on whether you're applying inland or outland.

The processing time from where I have applied is 11 weeks now, but haven't heard back anything yet ☹️

Nope, I applied outland and I don't see many outland applicant getting response
