Yes eligibility review of a friend was about 6 months. The problem with outland application is that they go through different security and criminality checks along with the review of eligibility.

Did you apply within Canada? I have applied from outside Canada, didn't receive it within 8 weeks. Therefore, I applied for another PCC and I received it within 3 weeks. The company I hired for the PCC assumed that the first one got lost by the carrier.
