    You're considered an immigrant upon completing your first landing. Your stamped CoPR is proof and acts as an equivalent to the PR card. So if you can re-enter by land, your CoPR shows you're already an immigrant.

    It all depends on the CRS score distribution of candidates. There are over 7000 people with scores above 450. If more people with scores higher than 450 keep entering the pool, the score will never go down, unless they increase the number of invitations per round.

    They can have Canadian education or work experience which weigh a lot. In the past, foreign skilled workers and people who were already in Canada (on student or work visas) were applying separately for PR. Now, everyone applies under the same umbrella of Express Entry, so getting in became harder.

    @scallop No worries, happy to help! Still think there's a miscommunication between us. :) I don't know how Ontario selects French Skilled Workers from the pool, it may not be based on score after all. You only lose by not creating a profile. Imagine that you've been stressing all this time...
