    They are not considered permanent residents until they land in Canada. When you get your CoPR, you must land before it expires. You can remain in Canada and have them move later as long as they meet their residency obligation of 2 in 5 years.

    As per this link, a work permit on its own is not a job offer, even if it is an open work permit. So you cannot claim points for intended future work with your current employer, unless you can provide a job offer + LMIA (unless you're LMIA exempt).

    These tricks complicate things unnecessarily, so please do yourself a favour and do things normally. :) For instance, you will need to probably mention why you changed your spouse to accompanying after getting the ITA and why she was unaccompanying in the first place. Such a headache.

I don't think appealing in general would work because it's clearly your fault and the decision is right.
