Hello can someone do well to update me if I can reapply for a study permit without my international passport since it's still with them

I received a refusal letter just yesterday with a message to come of my passport been available for pickup and I'm actually thinking of reapplying by next week and I don't know when the passport will be ready for collection. Someone said I should go ahead and reapply so I just want to be sure so I won't be making another mistake.

Them is actually CIC, no mail to come collect my passport after been refused

I guess you could apply for one, they might consider your past refusal factors as well in considering for any new permit, so make sure you understand why those factors will not apply any more.
